Texas Constitutional Amendments

My position as a private citizen who is a fiscal conservative:
Props 1-8 FOR
Prop 9 Unsure but curious about others' opinions and the basis for those opinions
Props 10-17 FOR (and Ultra FOR on 15 and 16!)
Thanks for any guidance on Prop 9 (without knowing how I might lean...) Early voting ends next Friday October 31. Traditional Election Day is November 4.

Thanks. All that came to my mind at first was auto and truck rental companies, at least one of which was famous a couple years ago for unpaid HCTRA tolls in the $$ millions. Also on the automobile subject. If you lease a car, is it considered your personal property or the lessor's property?
Still on autos, will this affect Uber drivers? If they're having to pay ad valorem tax on the cars they use, they can probably use a break.

Early voting is always best, this way it is done, and you don't get distracted and forget.
