Constable Ted Heap enjoys having a great relationship with the community groups of all types across Precinct 5. Check out their free community programs below.
 
Sgt. Roy Guinn spoke to a women's group in Yorkshire this morning about how they can better protect themselves both at home and when out and about. One of the most important things when shopping is being aware of your surroundings when walking to and from your car. Wait til you are safely in your car before using your cellphone. And if something doesn't look right, turn around and ask someone from the store to escort you to your vehicle.
 
Department Programs:
 
Precinct 5 is committed to bringing the best community programs available to residents, businesses and organizations. Below is a list of available programs and a brief description of each. Please note that a minimum of 10 participants are required for any of the below programs. For more information, or to schedule a class or program contact Sgt. Children Programs:
 
1) Stranger Danger / Hero Read
 
Brings a deputy to your child's daycare, pre school, or school, to discuss practical and easy to remember tips that help young children deal with multiple situations. Who is a stranger? How are strangers avoided? What to do if lost from a parent? Stranger Danger answers these and many more questions. A popular addition to Stranger Danger is Hero Read where a deputy reads a story to the children. Special programs can be set up for certain groups such as home schools, neighborhoods, etc.
 
2) RAD Kids
 
Following the overwhelming popularity of their Women's R.A.D. program, RAD Kids empowers children and parents with a revolutionary skill-based curriculum, that strengthens children personal boundaries and parent's confidence. Replacing fear with knowledge, skill, and power, by enhancing a child’s critical thinking abilities and physical resistance skills, our programs provide the opportunity for children to recognize, avoid, resist, and if necessary escape violence or harm while remaining joyful and safer in our world today.
 
3) Bicycle Safety Course
 
For children and young teens the Bicycle Safety Course is a multi stage event that teaches the basics of riding safety. There is no age limit however participants must be able to ride a bicycle with or without training wheels. This program is conducted in coordination with local community centers, day car centers, or elementary schools.
 
Teen Programs:

1) Life 101
 
Navigating life can be challenging, and decisions made today can have lasting effects tomorrow. Life 101 is a discussion with teens helping them understand this fact. Developing a rapport through interests and current events, deputies engage in conversations that not only provide guidance but strengthen relationships between law enforcement and our teens. Please note that Life 101 is not a mentorship program and not intended for 1 on 1 applications.
 
2) Teen Police Academy
 
A scaled down version of the popular adult Citizens Police Academy, the Teen Academy offers a behind the badge look at law enforcement to high school age teens. This program is conducted one day a week for 6 weeks and is held within one of the local high schools. Because of demand Precinct 5 will begin hosting one teen academy each summer (Beginning in 2022). Placement in this academy will be by application.
 
3) Navigating the Internet and Social Media
 
It's an undeniable fact that we live in a fast paced digital age. So much of our connection to the world around us is through the web and social media and navigating these paths can be difficult, even dangerous if one isn't careful. To help our youth stay as safe as possible the Precinct 5 Constables office offers Navigating the internet and Social Media classes to participants age 12 -19.
 
4) Scouting Assistance
 
The deputies of Precinct 5 are often requested to attend any number of Scouting events and gatherings. Whether helping to earn civic merit badges or speaking on any number of topics they have forged a strong partnership with Cub Scouts, Girl Scouts, and the Boy Scouts of America.
 
5) New Driver Training
 
Navigating heavy traffic, motor vehicle accidents, road rage incidents, mechanical breakdowns, these are just some of the problems that come along with driving. The New Driver Training provides practical answers to these problems and others. Where is the safest place to be if you break down on a highway? What should you do during a traffic stop? What are your rights regarding towed vehicles? Invaluable information that all drivers, new and old alike, should have.
 
6) Internship Program
 
The Harris County Constable's Office Precinct 5 offers 2 Internships each year (Spring and Fall) to eligible high school seniors and college students. Selection to the program is based on a competitive application process and those chosen will be able to chose between a full time or part time non payed internship. Adult Programs:
 
1) Citizen's Police Academy
 
Now in it's seventh year, the Precinct 5 Citizen's Police Academy has become one of the staples, and most sought after programs offered by the Community Relations Division. Consisting of one night a week for 11 weeks, the CPA offers participants an up close, candid look into the world of law enforcement that will leave you with an eye widening experience.

2) Women's Self Defense
 
Another hugely popular program, the Precinct 5 Constable's Office offers women's self defense classes to women of all ages. The program begins with awareness and avoidance, and moves through to hands-on defense techniques.
 
3) Civilian Response to an Active Shooter Event
 
Active shooter events have become all too common across the country. They are unpredictable and evolve quickly. Knowing how to properly respond to an active shooter can be the difference between life and death. Civilian response training is based on the Avoid, Deny, Defend model as taught by ALERRT (Advanced Law Enforcement Rapid Response Training, and all instructors are certified as CRASE instructors.
 
4) Internet and Social Media Dangers
 
Today's cell phones, Ipads, and laptops, have more computing power than NASA had when they sent a man to the moon. They open doors, good and bad, to the entire world. They can provide a wealth of opportunities and knowledge, or dangerous pitfalls that threaten or security, personal safety, and in some cases our very lives. The average age for a child to receive a cell phone is 11 years old. The Internet and Social Media Dangers class gives parents the knowledge and tools required to help make the best internet decisions for themselves and their children.
 
5) Identity Theft and Fraud Awareness
 
Almost half of Americans (47%) fall victim to fraud and identity thefts every year. A phone call or email is received, detailing a once in a lifetime opportunity, a problem with a credit card or banking account, or perhaps more concerning, a sudden problem regarding a loved one. Phishing scams are as numerous as they are different and can be extremely convincing to an untrained eye or ear. The information provided in the ID Theft and Fraud Awareness class is one of the best ways to protect yourself from these criminals.

Please remind your kids and spouses the importance of situational awareness. Don't text and walk. Look around you all the time. Now we even have organized crime stealing catalytic convertors and willing to kill to get them. What next? Almost makes a small case for electric cars, eh? (No engine, so no catalytic convertor.)
