Constable Ted Heap is asking your help identifying a man who used stolen credit cards to go on a $6,000 shopping spree in West Houston recently.
 
The credit cards were stolen from a car parked at Terry Hershey Park on the morning of January 27th. The victim returned to find her car had been broken into and her purse stolen.
 
Less than three hours later, the victim discovered her credit cards had been used at two different stores to ring up $6,000 in fraudulent gift card purchases. Security cameras at one of the stores captured video of the suspect committing the crime.
 
The suspect is a thin black male with a brown hoodie, ripped blue jeans, high-top sneakers and distinctive black ballcap with a multi-colored logo. He left the scene in a white Tacoma pickup truck.

All credit cards should allow account holders to set a transaction limit. If the account holder needs to make a large purchase above their specified transaction limit, they should be able to temporarily increase that limit via the app or website.

I suggest that when there is a huge purchase that the card holder should "HAVE TO" show ID. Unbelievable that he purchased so much in 3hours.

I don't mean to be a victim-blamer, but come on, guys. I know personally of two women who have had purses stolen from their cars. I don't know which Terry Hershey parking lot that was, but at least one I know of even has a sign warning not to leave valuables in your car. THP is a great 35 mile round trip hike and bike trail from Beltway 8 near Memorial Drive following Buffalo Bayou past Hwy 6, around and through the Barker Reservoir and all the way to Fry Road. It's unique in that it is a 35 mile bike ride in the city without going on city streets (one stretch of about a half mile is on former Barker-Cypress Rd with almost no traffic.) A lot of people park and are gone for quite a while. Don't you think thieves are watching in the parking areas? But no one is watching when you put your purse or other valuables in the trunk...right?
 
Notification. My bank (Chase) offers a service where I get a text any time my credit card is used by myself or my wife. I set the lower limit to $1, so I get a text for every charge--sometimes even before the receipt is handed to me by the store clerk. When I see a charge I don't expect or recognize I ask my wife, or I call if we're not together when the text comes. I also get a daily email summary of activity on my bank accounts. I'm sure other banks have the same service but like Chase, for some reason don't go out of their way to advertise it even though it's good for everyone including the bank!

@BowsKaty: I have also wondered why folks leave their purses in vehicles at Terry Hershey Park and George Bush Park - two notorious theft spots. It's not like they don't know they're going there...... 🤔
