Did she apply online? My understanding is that you just submit your income and then they decide pretty quickly
If that number doesn't work, the folks at 211 are usually pretty helpful or can direct you to someone to look at the application to see what's the hold up/ if there are any mistakes

Sad that the Government takes so long to process paperwork.

@Tiki60: as a millennial I hate making phone calls but in this instance for this type of assistance it seems like the only way to get things actually done!
