WANTED WEDNESDAY: Carjacking Suspect
Constable Ted Heap is asking for your help locating a man wanted for shoving a senior citizen out of his vehicle and stealing the victim's car. Richard Lugo, the suspect in the December 6 carjacking, has an active warrant for his arrest on aggravated robbery charges.
The victim, a 76-year-old Houston man, was looking for a parking space after dropping his wife off at a West Houston hospital in the 900 block of Gessner. The suspect got into the victim's car without permission and asked for a ride. When the driver refused, the suspect shoved him out of the car and left the scene. The victim suffered injuries to both arms when he was thrown to the ground.
Precinct 5 investigators identified the suspect as Richard Lugo, a 45-year-old man who stands approximately 5-feet-10-inches tall and weighs approximately 185 pounds. He has a gray mustache and beard, brown eyes and was wearing a gray sweater at the time of the carjacking.
